With the functions and principle of the intelligent notice system that integrates modern telecommunication techniques expounded, which involve email, short message of mobile phone and voice telephone, the emphasis of the paper is placed on the discussion about the key techniques during the design of this system, such as Jmail component, reliable group sending, and SMS code/ decode. A method is presented to implement the group sending and information receiving by adopting the Jmail objects, ADO technique, and mult-i thread technique. The results have shown that the method presented in this paper has solved the key problems of the system design in group sending and reliability.
